RFP Release

The Portsmouth Economic Development Authority (EDA) is releasing the second‑phase Request for Proposals (RFP) for the mixed‑use redevelopment of the approximately six‑acre Crawford Bay Site. While the RFP is publicly available for download below, only the three development teams shortlisted through the March 2026 RFQ are invited to submit proposals. The City of Portsmouth will be soliciting offers from qualified development teams to redevelop the Crawford Bay waterfront site in Downtown Portsmouth. This approximately 6-acre site is a rare opportunity to introduce new housing, hotel, dining, and public waterfront spaces to the heart of the city while honoring Portsmouth’s history, character, and scale.

Guided by adopted plans and community priorities, the City is taking a thoughtful, transparent approach to shaping a redevelopment opportunity that benefits residents, supports local businesses, and contributes to a vibrant downtown waterfront.
